ELIGIBILITY

At least 51 percent owned, controlled, operated, and managed by a woman or women

WBENC verifies ownership, control, and day-to-day operation by women through your corporate documents and a site visit or virtual interview. The same core documents that prove WOSB ownership prove this one; WBENC certification can also serve as a pathway for federal WOSB certification.

ELIGIBILITY

The woman owner(s) must have unrestricted control of the business, manage day-to-day operations, and make a proportionate investment of capital or expertise

WBENC looks past the ownership percentage to who actually runs the business. The standard requires one or more women to have unrestricted control, demonstrated management of day-to-day operations, and a proportionate investment of capital or expertise. A governance term that lets a non-qualifying owner veto ordinary decisions defeats the unrestricted-control test even at 51 percent on paper.

ELIGIBILITY

The qualifying woman owner(s) must be a U.S. citizen or a lawful permanent resident

This is where WBENC is more open than the federal WOSB program. WOSB requires U.S. citizenship, but WBENC accepts evidence of U.S. citizenship or Permanent Legal Resident status for the female owner. A green-card holder who cannot pursue WOSB can still pursue WBENC, which is why the two programs are not interchangeable for every owner.
