DBE certification in South Carolina
The Disadvantaged Business Enterprise requirements are the same in every state, set by 49 CFR part 26. What is specific to South Carolina is who certifies you and where you apply: the South Carolina Unified Certification Program (SCUCP).
In October 2025, USDOT issued an interim final rule under 49 CFR part 26 that removed the race- and sex-based presumption of disadvantage. Every state is now reevaluating its currently certified firms on an individual basis, and most states have paused new applications until USDOT updates the national Uniform Certification Application. This is a federal change that affects every state the same way. Certification is still coming back, so the useful move now is to prepare: whether you are being reevaluated or waiting to apply, you will need a personal narrative of individual disadvantage and a personal net worth statement, both explained below.
Certification runs through the South Carolina Unified Certification Program, led by SCDOT's DBE Certification Office. During the federal reevaluation, SCDOT accepts new applications again once it finishes reevaluating current firms and USDOT updates the national application; SCDOT's DBE page is where you apply and check current status.

At least 51% of each class of ownership must be held by socially and economically disadvantaged owners. Under the October 2025 interim final rule there is no group presumption: every applicant demonstrates disadvantage from their own experiences, in a personal narrative, without regard to race or sex.
Each qualifying owner's personal net worth must fall under the regulatory cap, excluding their primary residence and their stake in the applicant firm. You will file a personal net worth statement.
Same principle as SBA programs, applied strictly: the qualifying owner must control the board, hold the highest office, and have the experience to run this kind of firm.
Your firm must be small under its NAICS code and under the DBE program's own average-annual-receipts cap, which DOT adjusts for inflation. Check the current figure; do not rely on an old blog post.
One application to your home state's Unified Certification Program covers all DOT recipients in that state. Certifying in additional states is an interstate process that starts from your home certification.
